The Winnebago County Literacy Council (WCLC) has been providing literacy services to adults throughout Winnebago County since its inception in 1989. The primary focus of the agency is to provide one-to-one tutoring opportunities to adults reading at or below a fourth-grade level. The WCLC utilizes trained volunteer tutors to teach adult students how to read and apply basic survival literacy skills to everyday life. LITERACY FOUNDATION The Winnebago County Literacy Council is one of only four Wisconsin organizations receiving funding from the Dollar General Literacy Foundation. The WCLC received a $8,500 grant to support our family literacy program.We appreciate the Foundation's support of the opportunities we offer in the community. The Dollar General Literacy Foundation continues its fight against illiteracy by awarding grants totaling $4.8 million to 314 nonprofit organizations that promote literacy and education. The Dollar General Literacy Foundation aims to increase literacy among adults and families through its grant program. Approximately 99,000 individual students and families living in the 35 states where Dollar General operates stores will be supported by these grants. The grants support adult basic education, GED preparation, English as a Second Language, and family and workforce literacy initiatives. “We are proud to support the hopes and dreams of those who want to better their lives through education,” said Rick Dreiling, Dollar General’s chairman and CEO. “We hope to build better communities and brighter futures by funding literacy and education organizations in the towns Dollar General calls home.” Since its inception, the Dollar General Literacy Foundation has awarded grants totaling more than $33.4 million. In addition to cash grants, Dollar General’s Learn to Read literacy referral program has helped more than 53,000 people locate organizations that provide free literacy services. As we celebrate two decades of service in Winnebago County, we are proud of our student's accomplishments. WCLC provides one-to-one tutoring opportunities to adults and families in the areas of Basic Literacy, ESL, Family Literacy, Math, Workplace Literacy, and Citizenship. One-on-One Family Literacy Tutoring Program WCLC will train volunteer tutors to work with families at the library, in their homes, or another mutually agreed upon location in order to improve literacy levels and promote learning together as a family. This program hopes to empower parents to see themselves as their child’s first and best teacher. The Family Literacy Program serves refugee families needing to learn survival English. This Family literacy Program provides an Adult English as a Second Language (ESL) classes for parents while their children received age-ppropriate learning in an Early Learning Classroom at the same time. Watch for additional details in upcoming issues Debra Dubester & Lah Nwee Paw I decided to volunteer as a tutor at the Winnebago County Literacy Council last October, 2008. The reason why I decided to join up with the Council goes back to the first grade. I remember the excitement when I received my first reading primer; I opened its pages and began to read-it was like magic! At the Literacy Council I tutor ESL adults. I like to share with my students the joy of literacy: when letters become words and words reflect meaning and the student understands what they have read. At present, I am tutoring Lah who came from Thailand. Each week Lah does a journal entry about herself and I gain more insight into her background, and heritage. It's a wonderful experience to exchange and learn from one anothers culture. It's a pleasure to see Lah do well in her studies and to see her achieve success in day to day life. Volunteer Time Worth More Than $20 an Hour Last Year! The average value of donated time by volunteers was $20.25 per hour in 2008, according to a new study by Independent Sector, in Washington, a coalition of major charities and foundations. The study also broke down the average dollar value of volunteer hours by state and in Washington, based on 2007 figures, the most recent available. Labor by volunteers in the District of Columbia was deemed the most financially valuable, at a worth of $31.55 per hour, followed by New York volunteers, whose work was valued at $28.04 per hour. The donated time of volunteers in Puerto Rico offered the biggest bargain for charities, at $10.56 per hour, followed by South Dakotans, whose time was pegged at a value of $14.27 per hour. The study based its data on average hourly earnings for all hourly-wage, nonfarm workers gathered by the U.S. Bureau of Labor Statistics, increasing figures by 12 percent to estimate for fringe benefits. The overall average value of a volunteer hour has jumped 39 percent in the past 10 years, from $14.56 in 1998, and nearly 18 percent in the past five years, up from $17.19 in 2003. In both cases, the increases are ahead of the rate of inflation during those periods.
